A support tool, such as the information and communications technology(ICT)-oriented portal site used in the occupational health field, may be helpful for the development of a successful and effective data health plan. Here, we conducted a study consisting of interviews in various municipalities and expert meetings to determine the direction toward the development of a support tool for a data health plan. Issues identified through the interviews as important to consider for the development of a data health plan included the development organization and methods, the management of the ongoing plan, and the standardization of planning. To solve these issues, the findings suggest that a support tool that can help formalize the preparation and assessment of measures, share information with other municipalities, and reduce work-related burdens is needed, as is collaboration with the National Health Insurance Federation and a focus on prioritized community-health initiatives.
